Russian spy agency: Global crisis demands new tactics

Russian military intelligence is adjusting its work methods in response to the worsening international situation, Igor Sergun, the head of GRU – the country’s largest espionage agency – has told President Dmitry Medvedev.
“Changes in the world situation have required adjustments to be made to intelligence mechanisms and their implementation,” Sergun said on Thursday, as he presented his report to the head of state.
Currently, the main focus of Russian military intelligence is on “the so-called hot spots where terrorist and extremist groups are acting, regions with crisis situations, and also the sources and possible routes of illegal proliferation of nuclear materials and the components of weapons of mass destruction,” he said.
Sergun underlined that the Main Intelligence Directorate (GRU) is “practically the only special service in the world” which integrates all existing types and directions of intelligence into its structure.
GRU successfully fulfills its tasks thanks to the professionalism of secret service agents “combined with the usage of the most up-to-date achievements of information, telecommunication and space technologies and innovations,” explained Sergun.
Major General Sergun added that the agency has the technical capabilities to act in almost all possible fields. “This helps to obtain important information concerning the situation in military conflict areas and regions that interest military intelligence,” he added, as cited by Itar-Tass.
The key task of GRU – Russia’s main military intelligence body – is to “uncover in a timely way any imminent attack or development of a situation that could pose a threat to the country’s security,” and warn Russia’s military leadership of such cases.
President Medvedev spoke of the need to increase the service’s operational potential, monitor the international military and political situation, forecast potential threats and suggest ways to neutralize them. He specifically pointed at the need to keep a close watch on new trends in the development of military industry.
The head of state urged Russian intelligence agents to cooperate with foreign partners in countering terrorism given its nature as a global problem.
“One of the major tasks of all Russian special services – and, naturally, of the military intelligence – is fighting international terrorism,” Medvedev stressed. “We must reveal terrorists’ weapon and finance supply chains and, pursuing a preemptive tactic, foil their plans.”
He noted that as a result of changes in the world, the Russian military intelligence service was being restructured. Overall, the GRU’s work is efficient and professional, Medvedev summed up.
During his first visit to the GRU office, the President was accompanied by Defense Minister Anatoly Serdyukov and Chief of the General Staff Nikolay Makarov.
Makarov's deputy, Major-General Igor Sergun, was appointed the agency’s chief in December 2011.
Speaking on Thursday, Medvedev expressed the hope that under Sergun’s leadership the agency would continue working as well as it has done so far.

Nato yrittää lepytellä ohjuskilvestä kimpaantunutta Venäjää

Nato vetosi keskiviikkona Venäjään, jotta se ei vastaisi sotilasliiton Eurooppaan suunnittelemaan ohjuskilpeen sijoittamalla ohjuksia EU-maiden rajoille.

Pääsihteeri Anders Fogh Rasmussen sanoi Naton haluavan yhä päästä sopuun ohjuskilvestä Venäjän kanssa.
- Meillä on yhteinen etu suojella väestöämme todelliselta ohjusuhalta, hän sanoi kaksipäiväisen neuvonpidon alkaessa.
Naton edustajat tapaavat torstaina Venäjän ulkoministeri Sergei Lavrov.
Nato aikoo jatkaa ohjuskilpihankettaan, mutta toivoo voivansa neuvotella yhteistyösopimuksesta Venäjän kanssa. Järjestön mukaan kilvellä suojaudutaan Lähi-idän uhkaa vastaan.
Venäjä ilmoitti viime viikolla asettaneensa Kaliningradin ohjustutkansa taisteluvalmiuteen vastatoimena ohjuskilpisuunnitelmalle.

Feds Admit Water Pump Failure Was Not Cyber Attack

Despite a Department of Homeland Security advisor hastily telling the Washington Post that foreign hackers were responsible for the failure of a pump at an Illinois water plant earlier this month in a bid to drum up support for more government control over the Internet, federal authorities have been forced to admit that there is no evidence to support the claim.

“Curran-Gardner water district officials are happy that federal officials have ruled out a cyber attack as the cause of a water pump failure at the district,” reports The State-Journal Register.

“The whole thing was a general pain,” Don Craven, a trustee of the Curran-Gardner Township Public Water District, said Tuesday.
“First, they tell us that it’s the first instance of cyber hacking in the entire world, and everyone goes nuts. Now, all of a sudden, they tell us it’s not.”
DHS and FBI officials have confirmed that they have discovered no evidence of cyber intrusion or any other malicious activity by foreign or domestic hackers.
This marks a stark contrast to reports last week, which focused around the alarmist rhetoric of Homeland Security advisor Joe Weiss, who told the Washington Post, “This is a big deal….It was tracked to Russia. It has been in the system for at least two to three months. It has caused damage. We don’t know how many other utilities are currently compromised.”
The Post ran the story under the headline, Foreign hackers targeted U.S. water plant in apparent malicious cyber attack, expert says. Although the newspaper cited a report obtained by Weiss that was “unknown and impossible to immediately verify,” they still ran with the story, setting off an onslaught of subsequent fearmongering about how more cybersecurity powers were essential to prevent further attacks.
Indeed, on Monday Weiss was back in the news, telling the Toronto Star that the “attack” was “scary” and had “enormous implications” for infrastructure security.

As the Activist Post pointed out last week, the incident was hastily used to drum up support for increasing cybersecurity powers and government control over the Internet, before the true cause of the pump failure had actually been confirmed.

As we have previously reported, the threat to public infrastructure from cyber terrorism has been greatly exaggerated by authorities as part of en effort to justify increased state control over the world wide web and mandate a figurative kill switch for the Internet.

However, the most damaging cyber attack launched to date, the Stuxnet worm, was the work of the United States and Israel, the two countries most urgently pushing for cybersecurity powers to curb cyber attacks.

After months of so-called “experts” blaming Stuxnet on foreign powers or cyberterrorists, the New York Times reported in January that the attack was “A joint project between the Americans and the Israelis, with some help, knowing or unknowing, from the Germans and the British.”

Yhdysvalloissa julkinen vesihuoltojärjestelmä on joutunut ulkomailta tehdyn kyberhyökkäyksen kohteeksi.

Vaikka hyökkääjät iskivät Illinoisin osavaltiossa sijaitsevan Springfieldin kaupungin vesihuoltojärjestelmään viime viikolla, olivat he hakkeroineet sen jo kuukausia sitten. Tietomurto havaittiin sen jälkeen, kun tunkeutujat polttivat yhden pumpun loppuun kytkemällä sitä päälle ja pois.

-Kyseessä on todennäköisesti ensimmäinen kerta, kun maan rajojen ulkopuolelta on onnistuttu häiritsemään kriittisen infrastruktuurin toimintaa virtuaalisen hyökkäyksen avulla, hallintajärjestelmien tietoturvan asiantuntija Joseph Weiss kertoo.

-Hyökkääjät olisivat voineet tehdä mitä tahansa, koska heillä oli pääsy pääasemaan.

Kyberhyökkäys on jäljitetty Venäjälle. Hyökkäyksessä käytettiin apuna salasanoja, jotka varastettiin aiemmin yhdysvaltalaiselta valvomo-ohjelmistoyritykseltä.

Russian warships have entered Syrian territorial waters in an aggressive move designed to prevent any NATO-led attack on the country under the guise of a “humanitarian intervention”.
“Russian warships are due to arrive at Syrian territorial waters, a Syrian news agency said on Thursday, indicating that the move represented a clear message to the West that Moscow would resist any foreign intervention in the country’s civil unrest,” reports Haaretz.

Venäjä: Syyriaan salakuljetetaan aseita

Venäjä syyttää Syyrian naapurimaita laittomasta aseviennistä sotilasloikkareille, jotka ovat muodostaneet Syyrian vapaa armeija -nimisen ryhmän.

Ulkoministeri Sergei Lavrovin mukaan maassa on puhkeamassa täysi sisällissota. Venäjän huolen taustalla vaikuttaa myös se, että Syyria on ollut venäläiselle aseteollisuudelle tärkeä asiakas.
- Väkivallan takana eivät ole vain valtiolliset tahot. Aseita salakuljetetaan jatkuvasti lisää naapurimaista, Lavrov sanoi Moskovassa.
Sotilasloikkarit iskivät keskiviikkona raketein ja singoin ilmavoimien tukikohtaan Damaskoksen liepeillä.
Lavrov ilmoitti painostavansa sekä presidentti Bashar al-Assadin hallintoa että sen vastustajia neuvotteluihin. Hänen mielestään keskusteluita pitäisi käydä Arabiliiton päämajassa.
