EU commission to outline plans for political union

The European Commission has said it will soon bring forward plans for an economic and political union it says is necessary for the creation of debt-mutualising eurobonds - one of the most controversial proposed solutions to the current eurozone crisis.
"We need to reflect what kind of European union would be required to deepen economic and political integration, for instance so that joint issuance of debt would make sense for all member states sharing the single currency," economics commissioner Olli Rehn told MEPs on Tuesday (22 May).
He said the commission would "soon" come up with a "medium to long term roadmap" outlining the necessary deeper fiscal and economic integration that would minimise moral hazard - member states running up debt because they know it will be paid by others - and ensure "fiscal sustainability."
"In other words," the commissioner added, "the features of an economic and political union required to make mutualisation rational for all."
With his statement, Rehn has put the eurobonds issue firmly back on the table just ahead of a meeting of EU leaders in Brussels on Wednesday (23 May) to discuss growth strategies for Europe.
The commission first published an ideas paper on various types of eurobonds in November last year. The paper was immediately shot down by Germany, the eurozone's paymaster.
Germany remains firmly against the idea arguing that too many other elements - such as guaranteed fiscal discipline - have to be in place before it can be discussed.
But the election of Socialist Francois Hollande as president of France earlier this month has altered the nature of the policy debate in Europe, taking it away from a one-dimensional focus on austerity towards a discussion that includes ideas to stimulate economic growth.
Hollande has said he will raise the issue of eurobonds with German Chancellor Angela Merkel during Wednesday's summit. German officials have countered that the idea is "not a legitimate theme" for the meeting.
The summit has been billed by EU president Herman Van Rompuy - who has in the past also said that mutualisation of euro debt must be discussed - as a no-decisions but no-taboos get-together.
Meanwhile, the institutional changes implied by Rehn's statement to MEPs have a potentially more receptive audience in Germany and beyond.
Last week, German finance minister Wolfgang Schaeuble said the European Commission should be the government of Europe and its president should be directly elected.
The eurozone crisis has made erstwhile foes of further EU integration think twice as well.
Britain, outside the euro and one of its more sceptical members, has also started making public statements about the need for fiscal and political union, with many arguing that the eurozone's woes have been exacerbated by the fact that the EU lacked the tools - such as a central transfer system - to effectively deal with it.

Francois Hollande is a committed globalist

The mass media is promulgating the notion that the election of Socialist French President Francois Hollande represents some kind of massive sea change and is a direct challenge to the European Union, and yet Hollande’s past and the people he surrounds himself with confirms the fact that he is merely another committed globalist and an enthusiastic supporter of the dictatorial EU’s sovereignty-stripping ethos.

“In the whole of Europe it’s time for change,” Hollande told cheering crowds who gathered to hear his victory speech in Paris early Monday,” reports the L.A. Times.

“Observers agree that Mr Hollande’s election represents a sea-change in the governance of the eurozone and the management of the single currency crisis,” reports Sky News.

However, any suggestion that Hollande’s defeat of Nicolas Sarkozy represents some kind of major challenge to the European Union and its efforts, in close coordination with the IMF and Goldman Sachs, to exploit the debt crisis for its own political ends, is clearly wide of the mark.

Hollande is merely another creature of the establishment and an enthusiastic pro-European superstate globalist. He supported the 1992 Maastricht Treaty, the document which outlined the introduction of the euro single currency and was itself based on a 1955 Bilderberg blueprint. Hollande also supported the European Constitution in a 2005 referendum despite most of his socialist allies voting against it.

Hollande is the former spokesman for ex-French President Lionel Jospin, another committed globalist who attended the Bilderberg Group meeting in 1996.

He is also a former aide to the last Socialist President in France, Francois Mitterand, a 33rd degree Freemason who commissioned the pyramid at the Louvre to be made out of 666 glass panels – another down to earth “man of the people”. Alongside German Chancellor and Bohemian Grove attendee Helmut Kohl, Mitterand fathered the Maastricht Treaty. According to Bilderberg sleuth Daniel Estulin, Bilderberg were largely responsible for Mitterand’s presidential victory in in 1981.

Hollande’s “special adviser” is none other than Manuel Valls, a former Freemason and 2008 Bilderberg attendee who openly supports the establishment of a European federal superstate at the expense of national sovereignty. Valls has publicly called for the European Commission to control national budgets of EU member nations.

When confronted about his Bilderberg connection by We Are Change Paris, Valls attempted to deflect the question by accusing the videographers of denying the Holocaust.

Despite all the media bluster about a “sea change” in France and Hollande representing a threat to the European Union’s political agenda, expect him to be yet another dutiful water carrier for the elite as he taxes the middle class out of existence while continuing to sacrifice French national sovereignty on the altar of the EU superstate.

With Nicolas Sarkozy beginning to prove himself an irritant to the political class in Brussels and moving to amend the terms of the globalists’ cherished Maastricht Treaty, Hollande is being sold by the establishment as a breath of fresh air yet will almost undoubtedly prove to harbor to same stench of anti-democratic authoritarianism that pervades the entire European Union.

Rehn: Holland sitoutunut yhdentymiseen

Talouskomissaari Olli Rehnin mukaan Ranskan uusi presidentti François Holland on selkeästi sitoutunut edistämään eurooppalaista yhdentymistä. Hänen mukaansa EU:lla ja Ranskalla on yhteinen tavoite: luoda kasvua kestävällä tavalla.

Komissio on muun muassa ehdottanut nk. projektibondien käyttöön ottoa rajat ylittävien infrainvestointien rahoittamiseksi. Rehn liittäisi projektibondit osaksi laajempaa investointisopimusta, jolla tuettaisiin vihreiden teknologioiden kehittämistä. Hankkeisiin voitaisiin ohjata rahaa myös EU:n budjetin kautta.

Komission varapuheenjohtaja Olli Rehn julkistaa mallit eurooppalaisista yhteislainoista kahden viikon kuluttua. Keskiviikkona 23. marraskuuta julkistettavassa ns. Vihreässä kirjassa annetaan myös seuraavat lakiesitykset euromaiden talouksien seurannan kiristämisestä.

Rehnin mukaan yksi varteenotettava eurobondimalli on saksalaisten talousasiantuntijoiden esittämä 2 300 miljardin euron pelastusrahasto.
Olli Rehnillä ei ollut mitään hyvää kerrottavaa tänään torstaina, kun hän julkisti komission talousennusteen vuoden 2013 loppuun asti. Edessä on nollakasvua ja vähintään yhtä korkea työttömyys kuin nyt.
- Älkää ampuko viestintuojaa, Rehn pyysi kansainvälisen lehdistön edessä.
Toisaalta jos Kreikan ja Italian tilanteet selkiytyvät, maailmankauppa virkistyy ja euromaat tekevät vaadittavat korjaukset, voisi tilanne kohentuakin, mutta talouskomissaarikin on realisti.
- Kaikki ennusteet ovat vain ennusteita eikä niitä voi ottaa lopullisena totuutena, hän muistutti.
Samaan aikaan sekä euromaat että komissio etsivät kilvan muita ratkaisuja. Nyt ovat vuorossa yhteislainat eli nk. eurobondit.

Yksi vaihtoehto valtaisa pelastusrahasto

Rehn julkistaa komission mielestä kannatettavat mallit kahden viikon kuluttua. Yksi vaihtoehto voi olla saksalaisten taloustutkijoiden liittokansleri Angela Merkelille lähettämä malli, joka perustuu jättimäisen 2 300 miljardin euron pelastusrahaston luomiseen.
- Esitys, joka nojaisi eurooppalaisiin yhteislainoihin, on yksi vaihtoehto eurobondien toteuttamiseksi. Se on mielenkiintoinen esitys, joka tulee varmasti herättämään Saksassa ja muualla Euroopassa paljon keskustelua. Komissio arvioi osaltaan tämänkin esityksen, kun parin viikon kuluttua esitämme oman keskusteluasiakirjamme eurooppalaisten yhteislainojen erilaisista toteuttamisvaihtoehdoista, Rehn sanoi.
Saksalaisten esitys perustuu kovaan sitoutumiseen, vekselin kaltaiseen järjestelmään, jossa ”yksi maksaa kaiken, jos muut eivät hoida laskujaan”. Vakuutena olisivat kulta- ja valuuttavarannot. Lisäksi käytettäisiin veronkorotuksia, jotka korvamerkittäisiin rahastolle.

Eurobondit kauhistus Saksalle ja Suomelle

Saksa eikä Suomikaan eivät suin surminkaan haluaisi eurobondeja, mutta totta on se, että kaikkea pitää tässä vaiheessa yrittää.
Rahasto rankkaisi ulos sellaiset maat, jotka eivät tee vaadittavia uudistuksia velkamäärän pienentämiseksi.
Rehn uhkasi torstaina sakoilla viittä maata, jos tahti ei parane. Näistä kaksi on euromaita.
- Ilmoitin viidelle maalle ennakkovaroituksen sanktioiden soveltamisesta mm. Belgian ja Kyproksen suuntaan, jos kurssi ei korjaannu ja julkista taloutta ryhdytä määrätietoisesti korjaamaan, Rehn selvitti.

Voimakaksikon puheita tulkitaan jo euron hajoamiseksi

Merkel on vaatinut kiristyksiä ja muutoksia EU:n perussopimukseen ja Ranskan presidentti Nicolas Sarkozy puhui keskiviikkona kahden raiteen Euroopasta. Puheita on tulkittu jo euroalueen hajoamiseksi.
Jos eurobondijärjestelmän ehdoksi laitetaan kansantalouden kuntoon saattaminen, on moni jäsenmaa vaikeuksissa. Rehnkään ei kiistä jakautumisen mahdollisuutta.
- Kunhan toimitaan määrätietoisesti ja tehdään oikeita ja viisaita päätöksiä jäsenmaissa, että yhteisellä eurooppalaisella tasolla me kykenemme saamaan kriisin hallintaan ja estämään euroalueen hajoamisen, hän sanoi.
